5月19日,我国首部专门针对住房租赁和销售的法规——《住房租赁和销售管理条例》(征求意见稿)发布,条例征求意见稿包括住房租赁、住房销售、房地产经纪服务、监督管理、法律责任等,从多个角度规范房屋租赁和销售市场。其中引人关注的是条例对租房市场进行了比较多的着墨,其中将近一半的篇幅重点放在了如何保障租房人的权益。例如条例明确规定:1.出租人不得采取暴力、威胁或者其他强制方式驱逐承租人,收回住房;
