In 1987, the state scrapped its mandatory steel scrap plan. In Zhangjiakou City, nine large-scale recycling enterprises, more than 100 outlets and five directly-owned subsidiaries of Xuanhua Iron and Steel Company were competing for each other. However, as the state’s major metallurgical enterprises import large quantities of scrap steel, the pressure on the domestic steel scrap prices, the price and the unequal exchange of steel, the purchase and sale of scrap steel in our city appeared difficult to acquire and sell the “dilemma” situation. Faced with this situation, the Company focused on deepening internal reform in order to improve economic efficiency as the core, “double double double” and quality service measures to fully mobilize the enthusiasm of the workers, and made
