延安地区在全民国防教育中提出了适合本地实际的‘1144”工作思路。即:坚持“一个思想”,邓小平国防建设思想;突出“一个核心”,爱国奉献教育为核心;实行“四个结合”,国防教育同经济建设、民兵工作、双拥共建、全民教育相结合;发挥“四个作用”,各级领导的组织作用,各系统的协同作用,骨干力量的带头作用,宣传教育阵地的依托作用。地区及所属13个县(市)
Yan’an proposed a “1144” work line suited to local reality in national defense education for all: Namely, “one mind” and Deng Xiaoping’s thinking on national defense construction; highlighting “one core” and patriotic dedication education as the core; implementing “four combinations” , National defense education should be combined with economic construction, militia work, double-support and joint construction and education for all. To play the “four roles”, the organizational role of leaders at all levels, the synergy of various systems and the leading role of the backbone forces should be promoted. Relying on the role of the region and its 13 counties (cities)
