数据库管理系统是重要的基础核心软件技术，是国家战略必争的高新技术。实现信息化带动工业化、提高我国企业创新能力和市场竞争力、维护国家信息安全、发展我国民族IT产业及软件产业，都需要国产数据库的支撑。但长期以来，国外数据库产品占据了我国市场绝大部分份额。引进国外数据库，不仅要花费大量外汇，更使中国的应用软件不得不受制于人。为了促进我国自主软件产业的发展、消除国家信息安全的隐患、降低信息化建设的总体成本，国家863计划在“十五”期间设立了数据库管理系统及其应用重大专项，力求通过对其战略性、前沿性关键技术的攻关，增加自主知识产权的拥有量，完善自主的民族软件体系。近两年，以科技部“十五”863数据库重大专项为契机，以制造业信息化工程和电子政务工程等应用需求为龙头，在“以测代评、以用带研”思想的指导下，在国外诸强的市场重压下，国产数据库的研制及应用得到了前所未有的发展。经过广大课题承担单位的共同努力，第三方产品评测以及应用示范工作表明：国产数据库管理系统是能用的，对于相当的范围也是够用的。中国社会经济发展的客观现实，对政府和企业加大信息系统建设投入、提高效率和竞争力，提出了更高、更紧迫的要求，也使国家对于进一步规范软件市场，加?
