新中国成立以来,周恩来总理一直十分关注西藏,并参与决策和指导了西藏和平解放、民主改革、自治区成立、社会主义改造和建设事业,与西藏各民族人民结下深厚感情,为维护国家主权统一和领土完整、西藏民族团结和社会全面进步立下不朽功勋。其中,他在西藏历史发展的关键时期多次表达要赴藏视察的愿望。尽管这一心愿终生未了,但却表明西藏各民族人民在周恩来心中的特殊地位,以及周恩来对党的西藏工作的深刻认识和独特贡献。
