本文详细论述了在市场经济条件下传统矿山设计方法、组织方式和技术手段已不适应和近年来在矿山企业设计要求上发生的五大变化。指出了向有偿投资体系过渡不可避免地要采用市场经济体系的投资效益和技术决策的经济评价标准，以及投资设计的五个阶段的内容。小型露天矿设计中的预算成本矿山部分所占比例甚小，但矿山工程工艺、开拓和采矿方法在很多方面确定着设计效益。采矿部分的决策通常需要有丰富经验的专家的创造性活动。
This article elaborates in detail the five major changes that the traditional mining design methods, organization methods and technical means have not adapted to and the design requirements of mining enterprises in recent years under the condition of market economy. It points out the economic evaluation criteria of investment benefit and technology decision that inevitably adopt market economy system in the transition to paid investment system, and the five stages of investment design. The budget cost for the design of small open pit mines is proportionately small, but mine engineering processes, development and mining methods determine the design benefits in many ways. The mining part of the decision usually requires the creative activities of highly experienced experts.
