随着改革的不断深入,不少地区在农村推行了党支部书记和村委主任一人兼、村两委和部门干部一人多兼的“兼职化”领导体制,初步给农村带来了三个方面的好处:一是裁减了冗员,压缩了职数,降低了农民负担;二是减少了班子成员间的摩擦,减少了内耗,促进了农村事业的健康发展;三是减少了中间环节,解决了工作中“横传”过多的现象,提高了办事效率。但是,这种体制只是农村领导体制改革的一种尝试,目前尚无成熟经验,今后在进一步推行和完善这种体制的过程中,应遵循以下四个原则:
