安全环保工作是持续改进的过程,只有起点,没有终点。只有不断强调执行,推动执行文化,将安全环保的各项管理规定、制度、标准和要求真正落到实处,这才是至关重要的。国家走可持续发展道路、创造和谐社会理念的提出,以及减排指标和清洁生产要求的提高,给快速发展的三大石油公司安全环保工作带来了更新的要求和挑战。尽管2006年各类安全事故和死亡人数同比有所下降,但安全环保形势依然严峻,重特大事故和重点领域事故隐患依然存在,环境风险依然存在。
Safety and environmental protection is a continuous improvement process, only the starting point, there is no end. Only by constantly emphasizing implementation, promoting a culture of execution, and truly implementing the safety management and environmental protection regulations, systems, standards and requirements are of crucial importance. The country’s road of sustainable development and the idea of creating a harmonious society, as well as the improvement of emission reduction targets and cleaner production requirements, have brought new requirements and challenges to the safety and environmental protection of the three oil companies in rapid development. Although the number of various types of accidents and deaths in 2006 dropped year on year, the safety and environmental protection situation is still grim. The potential accidents in major accidents and key areas still exist, and environmental risks still exist.
