公路建设发展很快,同时积存的矛盾也不少,需要认真解决,公路保护问题就是其中之一。公路建设发展与保护的主要矛盾是:公路街道化,导致“修路——占路——再修路——再占路”的恶性循环,造成国家综合资源特别是土地资源的极大浪费。商业广告侵占公路,淹没了公路文化,破坏了路与自然环境的协调。纠正恶性循环,依法保护公路两侧留地和建筑控制区范围不受侵占,是防止公路街道化的根本之道。本文就公路保护这个最现实、最迫切的问题,从总体上进行反思评点,其视角和不少观点可能有违时尚,但直面现实,作为一位老工程技术人员,受职业道德驱使,不说不快。——作者 The rapid development of highway construction, while the accumulation of many contradictions, need to be seriously resolved, the issue of highway protection is one of them.
