党的十八大提出了坚持社会主义先进文化前进方向,以高度的文化自觉和文化自信,建设社会主义文化强国的宏伟目标。对文博事业而言,加快构建法制完备、体制健全、机制合理、规范有序的博物馆公共文化服务体系,是博物馆引导社会、教育人民、推动发展的具体要求和发展方向。博物馆群体的体系化思考,必须重群体、轻个体,从营造体系整体能力进行顶层设计。馆际交流是有效弥合体系缺陷、填补服务空白、强化体系建设的重要途径。
