文章认为实施党风廉政建设责任追究工作中应注意六个问题：一是要明确责任主体，注意解决“谁来决定责任追究”的问题；二是要明确责任追究的工作程序，注意解决纪检监察机关“单打一”的问题；三是要明确责任追究的内容，注意解决把责任制当做一个无所不包的“大筐”的问题；四是要科学把握责任追究的不同形式，注意解决责任追究形式运用不充分的问题；五是要明确责任追究的工作重点，注意解决责任追究工作的低层化倾向；六是要正确区分领导班子和领导班子成员，主要领导同志和分管领导同志的不同责任，注意解决责任追究不到位的问题。
