本文认为,国家公务员制度推行至今取得了一系列重要成果,对我国行政管理体制的完善和整体人事制度的改革产生了积极影响,但实践中也暴露出一些局限与不足,需要从以下几个方面给予必要的关注:其一,立足国情,科学合理地界定国家公务员范围;其二,进一步消除来源、选拔、到位三个系统的缺失;其三,消蚀政治与社会中的消极因素,为公务员制度的进一步完善创造更好的外部环境;其四,加强对各单项制度实施情况的研究,使之更加完善成熟。
