印度在1998年公开核试验后成为事实上的核武器国家,但至今未被国际核不扩散机制接纳为合法的核武器国,长期游离在核不扩散机制之外,造成其尴尬的处境。考察印度关于核不扩散政策的历史,不难发现其政策演变的轨迹。究其原因,是其大国地位追求、战略文化,以及国际身份定位等深层次因素综合作用的结果。
