(一)西部地区优先发展的领域立足于国家加快西部发展的战略目标,面对西部自然、经济、技术、社会等条件的地域差异性,多数地区经济基础薄弱、开发难度大、开发任务急的现实,遵循区域经济非平衡发展规律及绝对利益和比较利益,效率优先,兼顾公平等原则,西部地区的开发可以按照“重点突破,系统协调、结构优化,循序渐进、全国发展”的思路进行。要将有限的资金、人力和物力集中使用到重点部门和重点地区,使之得到较快发展,获得较好的效益,并逐步积蓄力量,以期带动一般地区和其他产业的发展。目前西部的战略重点应当是:农牧业、能源原材料、交通通讯和水利基础设施、生态危急区生态环境建设等重大基础产业和公共基础设施建
