清江隔河岩水利枢纽导流隧洞出口段为全风化页岩，洞底下为石牌页岩，且系风化层移裂隙发育，是整个隧洞开通困难最大的障碍地段，通过设计、施工人员共同努力与安全监测，工期历时11个月，于1997年12月15日完工过水，创造国内当年开工当年过水的新纪录。
