随着我国对外开放政策的不断深入，利用世界银行贷款发展林业生产，已逐步成为一种新的发展趋势，利用贷款的数量和规模也在逐步扩大，同时也促进了我国同一些国际金融机构的合作和交流。但同时也应该看到，利用世界银行贷款是一种由国家担保的外债，贷款的如期偿还，是贷款项目管理的一项重要工作，也是和世界银行合作的基础和前提。９０年代末，我国将逐步进入外债还贷的高峰，建立世行贷款项目的“还贷准备金”是保证项目还贷、分散直至消除还贷风险的一项重要措施。本文将以世界银行贷款“国家造林项目”为例，对建立项目还贷准备金机制的前提、步骤和措施等进行探讨，以期对项目单位开展项目的还贷工作有所指导和帮助。
With the continuous deepening of China’s opening up policy, the use of World Bank loans to develop forestry production has gradually become a new trend of development. The number and scale of loans to be used are also gradually expanding. At the same time, it has also promoted the cooperation between China and some international financial institutions Cooperation and exchange. However, it should also be noticed that the use of the World Bank loan is a state-guaranteed foreign debt. Repayment of loans on schedule is an important task in the management of loan projects and the basis and premise for cooperation with the World Bank. In the late 1990s, our country will gradually enter the peak of repayment of foreign debt. Establishing the “loan repayment reserve” of the World Bank loan project is an important measure to ensure repayment and dispersion of the project until the repayment risk is eliminated. This article will take the World Bank Loan “State Afforestation Project” as an example to discuss the prerequisite, steps and measures for setting up the loan replenishment mechanism for the project so as to provide guidance and help to the project unit in repaying the loan.
