村镇建设用地再开发是提升我国土地综合利用效率及城市综合实力的关键。文章通过分析广州市村镇建设用地再开发过程中存在的政策缺位、规划缺位、行政效率不足及投资运营商动力不足等问题,提出以政府部门为突破口,制定分类处理的工作方案、适当放宽审批权限及充分地让利于利益相关者是解决问题的关键。
Redevelopment of village and town construction land is the key to enhance the efficiency of comprehensive utilization of land and comprehensive strength of the city. By analyzing the problems such as lack of policies, lack of planning, lack of administrative efficiency and lack of motivation of investment operators in the process of redevelopment of rural and urban construction land in Guangzhou, the paper puts forward a work plan that takes government departments as a breakthrough to formulate classified treatment and appropriately relax The authority to approve and fully allow the interests of stakeholders is the key to solve the problem.
