城中村、城乡结合区域与中心城区紧密相连,是城市的重要组成部分。城乡结合区域地处城市的边缘,是农村和城市的接壤地带,也是城市扩延的必经之地,还是城市人、财、物大量进出、流散的区域。因此,城市的边缘常常是社会控制的死角或盲区,是违法犯罪特别是欺行霸市犯罪高发的区域。番禺区是广州市南拓的重点区域,有很多地方出在城乡结合区域。辖区内有广州火车南站、大学城、亚运城和大量批发市场。流动人口超过一百万。本文试对番禺区城乡结合区域的欺行霸市犯罪案件进行分析,从中归纳出城市管理的五大难题,并提出解决的相应对策。
