位于安新县城东6公里的白洋淀,由大小几十个岛组成,四面环水,是个纯水区,这里的村民收入主要以编织苇席、打箔、养鱼为主。抗日战争时期,安新县三区区委书记徐建和区长李刚义在大张庄召集王家寨、郭里口民兵组织建立了著名的民兵水上抗日武装——雁翎队。雁翎队利用白洋淀的水面、港汊和一望无际的芦苇荡,神出鬼没,伏击敌巡逻艇,端岗楼,除汉奸,痛打“包运船”等一场场战斗,使日伪军闻风丧胆。如今白洋淀雁翎队精神,激励着一代又一代青年民兵,在全面建设小康社会中做出贡献。近年来,在安新镇党委、政府、武装部领导下,民兵组织建设不断加强,充分发挥了民兵在全面建设小康社会中的作用。他们成立了以村支部书记兼民兵连指导员为组长、以村副主任、治保主任、民兵连长等为成员的参建领导小组,下设“民兵参建办公室”。同时,确定了以发展旅游业为主、搞好文明生态村建设为重点,组织发动民兵为小康建设做贡献。编织业和养殖业是白洋淀的传统产业,也是村民的主要收入来源。但由于近几年来全国苇席要求量减少,致使苇席价格下降,村民的收入减少。针对这种情况,村参建领导小组组织民兵先后走访考察,了解市场需求,明确应对思路。参建领导小组首先确定50多户民兵带头搞加工,很快取得可喜经济效益。而后50多户民兵又帮助其他户搞起出口箔加工,不仅在资金技术上给予帮扶,还负责其他加工户销售。经过几年努力,产品远销日本、韩国等地,传统的芦苇加工业又焕发出新的活力。养鱼原是以坑塘为主,产量低、品种少、效益不高。同样也是由民兵带头,大力发展网箱围网养殖,养殖面积已发展到500多亩,同时还开发养殖河蟹等各类小产品,效益逐年提高。

Knitting industry and aquaculture industry is Baiyangdian traditional industries, but also the villagers’ main source of income. However, as the demand for reed seats has decreased in recent years, the prices of reed seats have dropped and the income of villagers has decreased. In response to this situation, the village militarization leading group organized militia has visited the study, understand the market demand, a clear response to ideas. The leading group for the construction of the project first determined that more than 50 militiamen took the lead in processing and soon achieved gratifying economic benefits. Afterwards, more than 50 militiamen helped other households to develop export foil processing, which not only provided financial and technical support but also sold other processed household products. After several years of efforts, the products are exported to Japan, South Korea and other places, the traditional reed processing industry has rekindled a new vitality. The original pit fish pond is the main, low yield, less variety, efficiency is not high. Also by the militia to take the lead, and vigorously develop cage seine breeding, aquaculture area has been developed to 500 acres, while also developing various types of farming crabs and other small products, the benefits increase year by year.
