执政党运用执政资源,能有效降低执政成本和提高执政效率。根据现代政党制度运作的经验,用好历史资源、权力资源、理论资源和组织资源对执政党实现政治目标至关重要。苏共发生演变的一个重要原因是弃用执政资源或任凭执政资源的流失。中国共产党要在新的历史条件下提高执政能力,必须善于利用历史资源、维护权力资源、发展理论资源和巩固组织资源。
The use of ruling resources by the ruling party can effectively reduce the cost of ruling and improve the ruling efficiency. According to the experience of the operation of the modern party system, making good use of historic resources, power resources, theoretical resources and organizational resources is of crucial importance to the ruling party’s political goals. An important reason for the evolution of the CPSU is the abandonment of ruling resources or the loss of ruling resources. In order to improve its ability to govern under the new historical conditions, the Chinese Communist Party must make good use of historical resources, safeguard resources of power, develop theoretical resources and consolidate organizational resources.
