国家计委前不久发布了《“十五”综合交通体系发展重点专项规划》。它是指导和组织2001年至2005年我国综合交通体系建设和发展的纲领性文件。 《规划》确定沿海港口的发展方针是,以优化港口布局和调整泊位结构为主,通过新建与改造,重点完善沿海港口集装箱运输系统、大宗散货运输系统;加快港口设施的技术进步,提高技术装备的现代化水平,实现由数量增长型向质量提高型、由管理粗放型向集约经营型的两个转化。
