为了加快江苏省茧丝绸经营管理体制改革,推动茧丝绸行业持续、稳定、健康发展和整体素质的全面提高,江苏省人民政府于1996年12月颁发了关于《全省茧丝绸经营管理体制改革的意见》,1997年新年伊始就于1月9—10日召开了全省茧丝绸体制改革动员大会,贯彻落实省政府关于《全省茧丝绸经营管理体制改革的意见》。王荣炳副省长和刘坚秘书长先后在会议开始和结束时作了重要讲话,省计经委、省丝绸集团总公司、省供销合作总社的领导同志分别作了大会发言。会议开得很好,统一了认识,明确了任务,增强了改革的紧迫感和责任感,大家有信心,有决心通过改革把江苏省的茧丝绸行业搞好。
