今年4月19日,习近平总书记在网络安全和信息化工作座谈会上指出,关键信息基础设施是经济社会运行的神经中枢,是网络安全的重中之重。总书记要求采取有效措施,切实做好国家关键信息基础设施安全防护。纵观全球,各国在制定网络安全战略或进行网络安全立法时,毫无例外都将关键基础设施或关键信息基础设施作为重点。这是因为关键信息基础设施对国计民生极端重要,一旦瘫痪或被摧毁,国家安全、国家经济和社会福祉都会受到致命影响。
