在工农业生产大跃进的新形势下,江苏省农村的人民公社化已经实现,劳动人民的生活一天比一天改善,群众的文化艺术活动空前发展,并迫切地要求提高。如何以多快好省的革命办法,为全省人民公社、工厂、矿山及其它群众性的文艺团体及时培养一批具有共产主义觉悟、能坚持党的文艺方针并具备一定业务知识和组织能力的“一专多能”的群众业余文艺活动骨干,就成了一个具有重大意义的和迫不及待的问题。为了解决这个问题,江苏省文化局根据省委指示,于1958年9月至11月委托兴化、高邮、宝应、六合四县办了四所文化艺术学校,学员2052人。同年11月,在四县艺校取得初步经验的基础上,又办了更大规模的扬州文化艺术学校,学员近6000人。这些学校的学员绝大多数是公社社员和工矿职工,文化上一般是小学水平。仅以扬州艺校来说,全省1700多个人民公社,几乎社社都派来了学员。工农业余文艺骨干占总人数的70%以上。江苏省革命残废军人教养院 Under the new situation of great leap forward in the industrial and agricultural production, the people’s communes in the rural areas of Jiangsu Province have been realized.
