同志们: 第三届全国优秀教材民族类部委级评奖的工作在大家的共同努力下已经取得了圆满成功。我代表国家民委向各位评委和其他与会同志表示感谢,也向获奖教材的编著者表示祝贺! 我们这次会议,是在党的十四届五中全会通过了《中共中央关于制定国民经济和社会发展“九五”计划和2010年远景目标的建议》的形势下召开的。这一历史性文件是指引我们胜利跨入21世纪的宏伟纲领。建议突出了经济建设为中心的指导思想,指出实现跨世纪奋斗目标的关键是实现两个转变:一个是经济体制从传统的计划经济体制向社会主义市场经济体制转变;二是经济增长方式从粗放型向集约型转变。这是两个带有全局意义的转变。同时,全会强调了从“九五”开始,要更加重视支持中西部地区经济的发展,逐步加大解决地区差距继续扩大趋势的力度,积极朝着缩小差距的方向努力。这样,将会给我们带来很大机遇,更会给我们带来新的压力。我们要从这一高度来考虑我们民族院校的建设问题。
Comrades: The work of the third national outstanding teaching material and ethnic ministerial level awards has achieved great success with the joint efforts of all of you. On behalf of the State Ethnic Affairs Commission, I thank all the judges and other participating comrades, and I also congratulate the authors of the award-winning teaching materials. Our meeting was held under the circumstances that the Fifth Plenary Session of the 14th Central Party Committee of the Party adopted the “Resolution of the CPC Central Committee on Formulating the Ninth Five-Year Plan for National Economic and Social Development and the Vision for 2010”. This historic document is a grand program guiding our victory into the 21st century. The proposal highlights the guiding ideology centered on economic construction and points out that the key to realizing the goal of cross-century implementation is to realize two changes: one is the transformation of the economic system from the traditional planned economic system to the socialist market economic system; the other is the transformation of the economic growth mode from extensive Type to intensive change. This is a change with two global significance. At the same time, the Plenary Session emphasized that starting with the Ninth Five-year Plan, we must pay more attention to supporting the economic development in the central and western regions, gradually increase efforts to resolve the regional disparities and further expand the trend, and strive to narrow the gap. In this way, it will bring great opportunities to us and will bring new pressure on us. We must consider from this height the construction of our national institutions of higher learning.
