《中国减灾》编辑部: 贵刊1992年第2期“黄河下游防洪减灾对策建议”,说明黄河下游防洪减灾的形势仍然是十分严峻的,强调黄河下游河道的防洪治理,提出对策建议,是很有意义的。但是在文章中多次提到“上中游地区的水土保持难度大,短期内进入下游的泥沙不会明显减少”;“上游水库修建和灌溉事业发展不断引起的水沙条件变化给下游防洪带来新问题。”这些论点用来说明必须加强黄河下游河道治理是可以的,但必须作补充说明,以免误解。上中游水土保
