志愿服务活动体现了人类的文明程度,是崇高而神圣的社会公益事业,它展示出人类追求文明、追求进步的愿望,在社会的推动下,我国的志愿服务事业也开始蓬勃地发展起来,为了对各地方的志愿服务活动进行规范化指导,我国对志愿服务活动要进行研究和探讨,目前我国的志愿服务立法还处于初期阶段,还需要梳理相关脉络,为志愿服务的社会群众基础提供政府性的、法律性的指导和管理监督,从国家的层面上进行具有相关立法的研究。
