2月21日,水利部副部长张基尧在全国水利规划计划工作会议上发表重要讲话。他要求各级水利部门认真学习十五届五中全会、中央经济工作会议及全国水利厅局长会议精神,进一步明确今后5～10年水利基础设施建设的目标和任务,提高规划计划工作管理水平,以水资源的可持续利用支撑经济社会的可持续发展。
