交通运输是国民经济的基础产业,也是当前经济和社会发展的薄弱环节。如何通过改革和加速建设,使交通运输早日从滞后的困境中解脱出来,一直是交通运输部门努力探索和实践的问题, 1983年以来,在党中央、国务院的直接领导下,我们逐步探索和深化交通运输(公路和水路交通运输)体制改革,先后进行了三个方面的改革。一是放宽搞活交通运输,提出了“有河大家行船、有路大家行车”的方针,鼓励多家经营;提倡各部门、各地区、各行业共同兴建交通基础设施。
Transportation is the basic industry of the national economy and also the weakest link in the current economic and social development. How to relieve traffic transport from its lagging plight as soon as possible through reform and acceleration of construction has always been a problem that the transport sector has been trying to explore and practice. Since 1983, under the direct leadership of the Party Central Committee and the State Council, we have gradually explored and deepened The transportation (road and waterway transportation) system reform has carried out three aspects of reform. First, to relax and activate transportation, put forward the policy of “everybody runs the river, and everybody drives the road” to encourage more businesses; promote the construction of transportation infrastructure by departments, regions and industries.
