The French Finance Department (DGFIP) was formed in 2008 by a merger of the French Revenue Agency (DGI) and the General Accounting Department (DGCP) and comprises the Department of Revenue, the Ministry of Public Accounts and others. The Information Technology Department is directly affiliated with DGFIP. The extensive use of information technology has led to a marked improvement in the efficiency of tax services and tax administration in France. DGFIP’s workforce has been gradually reduced from 144,000 in 2008 to 106,500 in 2016. Individual taxpayers with an annual income of more than 19 000 euros in the beginning of 2017 must also apply online. In the process of tax collection and administration, France focuses on the concept of risk management, integrates information systems, optimizes risk models and enhances the quality of information.
