目的:切实减轻人民群众就医负担,为政府积极引导和控制医疗卫生费用合理增长提供决策依据。方法:对2009-2013年四川省医疗卫生费用增长情况进行分析,试图找出医疗卫生费用增长原因。结果:2009-2013年四川省卫生总费用年均增速为17.42%,其中个人支付占卫生总费用比例较大。结论:加大政府投入、健全医保控费机制、推行分级诊疗制度、规范诊疗行为和就医习惯等方法,是目前缓解个人卫生支付比例偏大、控制卫生总费用不合理增长的有效手段。
Objective: To effectively alleviate the medical burden on the people and provide a basis for the government to actively guide and control the reasonable growth of medical and health expenses. Methods: To analyze the growth of medical and health expenses in Sichuan Province from 2009 to 2013 in order to find out the causes of the growth of medical and health expenses. Results: The average annual growth rate of total health expenditure in Sichuan Province from 2009 to 2013 was 17.42%, of which individual payment accounted for a large proportion of the total health expenditure. Conclusions: Increasing the government investment, improving health care insurance control mechanism, promoting grading medical treatment system, and standardizing the medical treatment behavior and medical treatment habit are the effective measures to alleviate the large proportion of personal health payment and control the unreasonable increase of total health expenditure.
