当前,我国正处于社会转型时期,经济体制的全面改革必然触及幼儿园办园体制的改革,原有的幼儿教育供给体系有相当一部分已解体,而新的替代性供给体系尚未建立或正处于探索之中。例如,曾作为城镇办园主力军的集体办园(主要是各级各类企事业单位和社区〈街道〉办园)纷纷从母体中剥离出来,而迅猛发展的个体办园又凸现了现行行政管理制度上的种种滞后;近些年来,农村幼教事业持续滑坡,举步维艰,而社会对教育公平性的疾声呼吁和对教育的社会公共服务性质的深刻认识,引发许多有识之士对现有的政府提供的极为有限的幼儿教育财政投入去向作了全面而深入的思考。客观地讲,我国现有的幼儿教育资源是稀缺资源。众所周知,资源的稀缺性是经济学得以建立的前提,因此,对于当前我国幼儿教育的资源供给、效用最大化之类涉及社会转型期国家系列基本制度调整和建设的问题就有了一个从经济学角度分析的可能乃至于必要。为此,本刊特邀对此有深入而独到研究的北京师范大学教育学院国际与比较教育研究所曾晓东博士就社会转型期幼儿教育事业发展和制度建设等问题作系统的经济学分析,并分期刊登她的有关研究论文。热切期待大家的关注。
