路基是公路的重要组成部分，它的施工质量好坏直接影响到整个公路工程的质量。路基又是路面的基础，它与路面共同承受行车荷载的作用。实践证明，没有坚固、稳定的路基，就没有稳固的路面。因此，加强对公路工程路基施工进行质量监理，确保路基工程的施工质量，对提高公路的整体质量具有重要意义。
