四川省成都市新都区抓住中央综治办开展“矛盾纠纷多元化解工作创新项目”试点机遇,积极承办“人民调解组织、人民调解员等级化管理机制及其实践探索”课题,在全区309个人民调解委员会中选取5个人民调解组织,采用“1+1+3”模式,即1个专业性人民调解委员会(新都区交通事故纠纷人民调解委员会)+1个镇(街道)人民调解委员会(木兰镇人民调解委员会)+3个村(社区)人民调解
