基于国内外客运专线速度目标值现状及发展趋势,探讨了客运专线速度目标值的技术经济分析方法。针对客流的不同运距构成状况和旅行时间要求,参照沿线其他典型运输方式旅行时间的分析,对客流旅行时间目标值的选择问题进行研究。通过对影响速度目标值方案确定的土建投资、运营成本、客运量、旅客节约时间价值以及转移运量运输成本等因素进行讨论,同时按照效益最大化原则,采用差额净现值法进行比选,对客运专线的备选方案进行技术经济分析和综合比较,提出速度目标值的最佳方案,并对其适应性和跨线列车速度匹配值进行探讨。应用这种技术经济分析方法,对武广客运专线速度目标值进行考查,确定350 km/h的最优速度目标值方案。这种技术经济分析方法,对其他高速铁路和客运专线的速度目标值确定也同样适用。
Based on the current situation and development trend of the target value of passenger dedicated line at home and abroad, the technical and economic analysis method of the target value of passenger dedicated line speed is discussed. Based on the analysis of the traveling time of other typical modes of transportation along the line, the paper analyzes the selection of the target value of the travel time of the passenger flow according to the composition of passenger flow and the requirements of travel time. This paper discusses the factors such as civil investment, operating cost, passenger volume, time value of passengers’ saving time and transportation cost of transferring transportation which are determined by the target value of speed. At the same time, according to the principle of maximum benefit, The technical and economic analysis and comprehensive comparison of the alternatives for passenger dedicated lines are put forward, and the best plan of the speed target value is put forward, and its adaptability and matching value of the speed of cross-line trains are discussed. Applying this technical and economic analysis method, the speed target value of Wuhan-Guangzhou Passenger Dedicated Line is examined to determine the optimum speed target value of 350 km / h. This method of technical and economic analysis also applies to the determination of the speed targets of other high-speed railways and passenger trains.
