中国加入WTO后,农业和农村工 作应该有一个怎样的思路和格局,一时间成为热点话题。笔者认为,千条万条,有一条不能变,就是农业和农村工作的基本目标不能变,而且要在今后的工作中更加突出出来,即中央所一贯强调的增加农民收入、稳定农村社会。这个目标集中体现了“三个代表”重要思想的精髓,是基本的方略,应对“入世” 的各项政策和措施,都应该以实现和达成这个目标为准绳。按照这样一个基本观点,笔者就“入世”之后农村税费改革和农业产业化两大工作热点,谈谈个人的看法。
After China’s accession to the WTO, agriculture and rural work should have a kind of train of thought and pattern, for a time become a hot topic. The author believes that one thousand can not be changed, that is, the basic goal of agriculture and rural work can not be changed, but should be more emphasized in future work. That is, the central authorities have all along emphasized increasing peasants’ income and stabilizing rural society. This goal, which embodies the essence of the important thinking of the ’Three Represents,’ is a basic strategy, and all policies and measures to tackle the accession to the WTO should be guided by the realization and achievement of this goal. According to such a basic point of view, the author talked about personal opinions on the two major hot topics of rural tax reform and agricultural industrialization after China’s accession to the WTO.
