第一條:本處經籌委會决定成立,在秘书長領導之下,辦理大會各項籌备事務工作,至大會開幕後,經主席團通過,转為大會秘書處。第二條:本處设處長一人。副處長二人。總管本處各項日常事務工作之計劃領遵與督促检查。第三條:本處分设秘書、組織、總務、警衛、招待、文娛、衛生等七科。各科组织及职责如下: (一)祕書科 (1)負責文件印發、公文撰擬、發佈通知通告、資料整理、會议事務、新聞報響等工作。 (2)本科设科长二人,副科長二人,下设三组,其編制及職務如下: 甲、秘書组:设組長一人,副組長一人,幹部若干人。辦理來往公文收發、文電草擬与保管、賀電賀幛之接受登記、本處人员之调動
