淮河流域的清障工作原计划三年完成,去年起步,今年大干,明年扫尾。实际情况基本如此。今年6、7月间淮河清障形势可以说是势不可挡,成绩显著。但是还必须明确看到,清障任务仍很艰巨。实践告诉我们,清障难,巩固清障成果更难。我们不能行百里而半九十,必须下决心采取有力措施,巩固已有成果,坚决完成清障任务。淮河流域的清障工作曾走过一段弯路。早在1972年国务院就曾严厉指出:“淮河河道阻水情况这样严重,是不能允许的”。当时的淮办和豫、皖、苏、鲁四省认真贯彻了国务院的批示精
