2003年,是深入贯彻党的十六大精神、全面建设小康社会的第一年,针对水务工作面临的新形势,我局水务工作的总体思路是:以党的十六大精神和邓小平理论、江泽民“三个代表”重要思想为指导,全面贯彻落实全国全省水利工作会议精神,按照市委提出的“立足现有、挖掘潜能,追逐应有、创新发展”的总体要求,紧紧围绕富民强市这个中心,坚持全面规划、统筹兼顾、标本兼治、综合治理的原则,实行兴利除害并举、开源节流并重、防洪抗旱并施、大中小微结合、蓄引提排节结合、新建与挖潜配套结合、建设与管理结合的治水方略,以确保防洪安全、粮食生产用水安全、饮水安全、生态环境用水安全为主攻方向,大力推进传统水利向可持续发展的现代水利转变,不断提高水资源的承载能力,为我市顺利实现全面建设小康社会的战略目标奠定坚实的水利基础。具体安排是:“围绕一个中心,突出一个主题,抓好七项重点工作,强化四项保障措施。”第一,紧紧围绕全面建设小康社会这个中心,实行“四个转变”。即在工作指导思想上实行转变,把立足点放在农业增产、农
