我国从农业经济向工业经济转换过程中，社会机制的相对混乱和弱化使黑社会性质犯罪有了生存的空间。黑社会是在国家权力出现空缺时产生的，其滋生和发展与国家政治生活形式息息相关。在我国不存在绝对权力空缺，但政治体制改革的滞后性使社会出现政治弱化和社会控制乏力，为黑社会性质犯罪提供了生存空间。任何一个政府都利用法律这一专政工具对其进行打击和控制。我国打击和控制黑社会性质犯罪的法律制度不完善；对权力监督制约的法制体制亦不完善。政治腐败是黑社会性质犯罪依附的政治“毒瘤”，黑社会与腐败相结合，不仅纵容了黑社会的嚣张气焰，而且还可能造成政局不稳。后现代多元化特征的政治取向使政治体系呈现出混乱和无序，造成我们思想上的混乱。黑社会性质犯罪组织作为一股容易被利用的潜在政治力量，在资本主义和社会主义两种政治制度的斗争中，被某些反动政治势力利用必将成为我国政权的一大威胁。
In the course of our country’s transition from the agricultural economy to the industrial economy, the relative chaos and weakening of the social mechanism have room for triad crimes. The triad society was born when there was a vacancy in state power. Its breeding and development are closely related to the political life style of the country. In our country, there is no vacancy of absolute power. However, the lagging nature of the reform of the political system has made the society weakened by political weakness and social control, thus providing room for triad crimes. Any government uses the dictatorship of the law to crack down on and control it. The legal system in our country to crack down on and control the crime of underworld nature is imperfect; the legal system to restrict and supervise the power is also not perfect. Political corruption is a political “cancer” associated with criminal syndicates. The combination of triad and corruption not only connived at arrogance of triad societies, but also caused political instability. The political orientation of the postmodernist pluralism has caused the political system to show chaos and chaos, causing our ideological confusion. As a potential political force that can be easily exploited, the criminal syndicate is used by some reactionary political forces in the struggle between the two political systems of capitalism and socialism and will surely become a major threat to our country’s political power.
