地铁事故是突发公共事件的一种。随着我国城市地铁建设的快速发展,地铁运营风险评价开始成为学者们的研究对象,设计客观、科学和针对性强的地铁运营风险评价指标体系是地铁运营风险评价的重要内容之一。主要根据统计分析我国93起大小地铁事故和《广州地铁经营年报》(1999—2008)的相关信息,注重理论联系实际,从统计学角度建立了城市地铁运营风险评价四层指标体系。所建立的指标体系克服了以往指标体系指标量化难、风险评价过程科学性和客观性不足的缺陷,指标体系的可操作性得到了很大的提高。
Metro accident is a public emergency. With the rapid development of metro construction in our country, the risk evaluation of metro operation has become the research object of scholars. Designing objective, scientific and targeted metro operational risk assessment index system is one of the important contents of metro operational risk assessment. Based on the statistical analysis of the 93 subway accidents in China and the relevant information of the Guangzhou Metro Management Annual Report (1999-2008), the four-level indicator system of urban subway operation risk evaluation is established from the statistical point of view. The index system established overcomes the defects of difficult quantification of indicators in the past, scientifically and objectivity of the risk assessment process, and the operability of the index system has been greatly improved.
