古语云:“一朝天子一朝臣。”在现实生活中,主要领导调整后往往随之而来的也是中层干部队伍的调整。而如何对待前任领导比较宠信的中层干部,则是一个比较敏感的问题。从人力资源的角度看,一个干部能够被前任主要领导宠信、喜爱,自然有其过人的地方,新任领导应当充分利用这笔资源。用好了是一笔现成的资源;若用不好,也可能是一枚随时可以引爆的炸弹。因此,新任领导一定要慎重对待、充分信任、合理使用前任“宠臣”,充分发挥他们的不可替代的特殊作用。为此,必须做如以下几方面工作:
