文化是公共行政和公共管理研究的一个基本视角,地区文化差异是我国地方行政改革呈现多样性的原因之一。文章运用文化分类学的分析,指出地区文化差异通过个人人格结构、社会伦理价值和政府管理理念在地方政府中的表现三个层面对地方行政改革产生影响,表明地方行政改革必须充分重视地区文化差异的客观存在,寻求在特定的地区文化背景条件下展开和推进地方行政改革。
Culture is a basic perspective of public administration and public administration research. Regional cultural differences are one of the reasons for the diversity of local administrative reforms in our country.
