From the second half of 1981, we began to pay attention to teacher training, especially since last year when the municipal party committee convened meetings of district and county cultural and educational secretaries. Inspired by the spirit of the Party’s 12th National Congress, the enthusiasm of the district to earnestly engage in teacher training has been increasing. There has been a new situation in which the colleges and universities are training and everyone is engaged in advanced studies. I. Raising awareness of the training of teachers The quality of education in our district has been relatively low in recent years. In 1981, for example, the pass rate for primary school graduation exams was 67.5% for Chinese and 58.1% for mathematics; for junior high schools, the average pass rate for six subjects was 19%; the number of high school graduates in the district was 4,705, and 82 freshmen were sent to institutions of higher learning. 4.6% of the total graduates. Why is the quality of education so low? This requires us to look at the quality of our teaching staff.
