近年来,未成年犯罪案件数量不断上升,呈现出暴力性、严重性以及低龄性等特征。我国在立法和司法中加大了对未成年犯的保护力度,采取非刑事处罚及监禁措施,已经取得了较好的社会效果和法律效果。如何针对未成年犯罪的生理、心理、行为等特点,发挥社区矫正的作用,完善未成年人社区矫正司法制度,为未成年这一特殊群体制定符合自身的社区矫正项目,又能适应社会的现实情况和发展需要,是我国未成年人社区矫正需要解决的问题。
