长江上游水土保持委员会第二次会议是在全党传达贯彻中共中央十三届五中全会精神的时候召开的。因此,我们会议的中心议题是认真贯彻五中全会精神,交流和研究各地如何落实国函[1989] 1号文件,推动长江上游水土保持工作的蓬勃开展。 现在,我就长江上游水土保持委员会一年来的工作情况和下步打算向会议作一简要报告。
The second meeting of the Commission on Soil and Water Conservation in the upper reaches of the Yangtze River was held when the entire party conveyed and implemented the spirit of the Fifth Plenary Session of the 13th CPC Central Committee. Therefore, the central issue of our meeting is to conscientiously implement the spirit of the Fifth Plenary Session, exchange and study on how to implement Guojian [1989] No. 1 document throughout the region and promote the vigorous development of soil and water conservation in the upper reaches of the Yangtze River. Now I will make a brief report on the work carried out by the Soil and Water Conservation Committee of the upper reaches of the Yangtze River in the past year and the next step.
