教师培养是国家发展和进步的人才库与智力库的建设。研究生教育发展直接影响我国科教兴国、人才强国战略的制定与实施。研究生教育被公认为是对创造力的培养最具成效的学科之一,研究生教育对创新思维的培养具有特殊的、不可替代的作用。人们对研究生寄予了高度的期望和重任。因此,为保证研究生教育事业的持续健康发展,要以全面提高研究生教育质量为研究生教育的终极目标。为此,建立硕士研究生教育质量保障体系,对促进硕士研究生教育的规范发展及其质量的持续提高,具有十分重要的意义。
