R&D溢出是指由于知识的非独占性,导致知识扩散到其他企业,竞争者在不花费或较少花费成本的情况下,促进了其技术水平的提高。R&D溢出体现为某个国家或地区间同一产业的溢出,或某空间内不同产业的产业间溢出两种形式。而产业层次R&D溢出效应的研究一直被关注。应用基于投入产出的产业间R&D溢出效应计算方法,计算了我国1997、1999、2000、2002、2005年的7个产业的产业间R&D溢出效应,比较分析了同产业不同时间溢出效应的变化。有助于更好地了解产业间R&D溢出的现状和产业结构变动的特点,对制定相应的产业发展、R&D投入税收政策具有重要的现实意义。
R & D overflow refers to the non-exclusive knowledge, resulting in the proliferation of knowledge to other enterprises, competitors at no cost or less cost to promote the improvement of their technical level. R & D spillover is reflected in the spillover of the same industry in a country or region or the spillover of industries in different industries in a certain space. The research on the R & D spillover effect at the industry level has been paid attention. Based on the calculation method of inter-industry R & D spillover effect based on input-output, the inter-industry R & D spillover effects of seven industries in China in 1997, 1999, 2000, 2002 and 2005 are calculated and the changes of spillover effect at different times in the same industry are compared. Which helps to better understand the status quo of R & D spillover among industries and changes in industrial structure. It is of great practical significance to formulate the corresponding industrial development and R & D investment tax policy.
