党的十三届四中全会提出的治理经济环境,整顿经济秩序的方针,为医疗卫生战线,整顿医疗秩序,进一步深化卫生改革指明了方向。但医院内部的分配不公问题,至今仍是医疗卫生单位的管理者最感棘手的、亟待解决的课题。据了解,某大医院二年内曾三易院内分配方案,目的是想尽量使奖金分配做到合理,减少矛盾,稳定大局,增强凝聚力,调动大多数人的工作积极性。然而,结果并不是很满意,研究奖金的会议开了不少,总的奖金基数未见减少,钱发出去不少,职工骂娘的局面,并未得到扭转,原因何在呢?笔者就此问题略谈些浅见,共同志们讨论。一、奖金分配中存在的主要问题目前,各级医院在奖金分配过程中,
