国有企业企业产权模糊是导致国有企业效率低下弊端的主要根源。现代企业制度即现代公司制度是一种产权清晰、权责明确、政企分开、管理科学的企业制度．国有企业进行公司制改造，是深化企业改革的必然和方向。但是，在国有制条件下实行公司制也潜含着一些难以逾越的障碍。因此，对国有企业的改革要根据不同企业的类型采取不同的思路，避免简单化和“一刀切”．
The ambiguity of the property rights of state-owned enterprises is the main source of the disadvantages of the inefficient state-owned enterprises. The modern enterprise system, the modern company system, is a kind of enterprise system with clear property rights, clear rights and responsibilities, separate government and enterprises, and scientific management. The reform of state-owned enterprises in the corporate system is the inevitable and direction for deepening the reform of the enterprise. However, implementing the company system under the state-owned system also involves some insurmountable obstacles. Therefore, the reform of state-owned enterprises should adopt different ideas according to the types of different companies, to avoid simplification and “one size fits all”.
